Theres no ways Sony invested that much in its gpu and vram to be playing games at 720p. 1080p will be easily achieved by the PS4 in both single player and multiplayer. If they want to do 60fps and the game is too demanding they will simply pull back on the IQ. They wont move down to 720p.
I know this sounds like jusy my opinion, but if Sony was going to do 720p games there are other more suited gpu's for that. With lower power and cost.

The GPU inside the PS4 is build for 1080p gaming. 32 Rops/72 TMUs/GDDR5 without 1080p this would be wasted money. Sony build a 1080p console it makes no sense to not go 1080p always. Because its not like you actually save much ressources except streamingcores doing 720p. We will not see 720p games anymore, the ressources would just sit there doing nothing.
