The guy obviously means Sony is really in this - going to great lengths and efforts and pouring resources into it to a greater extent than what they've done in the past. At least that's what it seems like from his perspective and it shouldn't be hard to see that's what he meant.

Pouring more resources in than they did with the PS3?  Doubt it.

Why not? they've already gone leaps and bounds ahead of themselves. Microsoft charges you for basic online features, yet they can't even put some of that profit in first party games, games at discounted prices, free, or access to all betas for Plus subscribers. Microsoft has done nothing but rip people off the entire generation, and you let them. They've done nothing but alienated themselves from developers insuring that the PS3/PS4 will be the main platform for indie games/mmos. Microsoft doesn't even allow developers to give away DLC or content away for free. They took one of their greatest studios Rare, canceled Kameo 2 and put them on Kinect slave labor.

Microsoft has put absolutely nothing into the 360. They first started this generation trying to get ahead of Sony, they did that, and afterwards its as if the 360 was discontinued mid generation because they stopped supporting it. Going by how they acted and what they did this generation the "720" is for all intenses and purposes not even under consideration for a purchase.
