There actually is a propping process where we have to push it to the store, and stuff like that -- there are always going to be a couple steps we have to do."
If you get it from the PS Store then it's going to be certified. They're just trying to streamline that, make it easier, faster, and less frustrating and expensive for developers. Jon Blow said he was told that the certification process would be "somewhere between iPhone and the PS3".
