It's a bit tricky. They will need to add more value to Live next gen, I'm pretty sure, but openly emulating PS+ wouldn't look all that good and I'm sure Microsoft wants to avoid that image. I think they'll add value little by little rather than turning it into a marketable program like Sony has done.
So my answer is 'yes' but they'll do it over time rather than as a flashy promotion.
