Not even a comparison Uncharted 2 destroys Tomb Raider.
Tomb Raider the Reboot doesn't even match the Quality of Uncharted 1 . Not to mention Tomb Raider the reboot is the highest rated game in the series and is the ONLY game in the series that takes from Uncharted.
Tomb Raider as i said before does not even touch Uncharted 1 so what makes you think it's better than UC2?
