I just looked around on their website for other reviews, and indeed "balance" has to do with difficulty. Is easy too easy, hard too hard, etc. Are certain things too easy on a certain difficulty level while other things are too tough? (or vice versa)
I wouldn't be concerned with this. In the first Bioshock game, the different difficulty settings were pretty spot on, and I expect nothing different here.
