With a game that's fully funded, I imagine they would have quite a bit of power. At the very least, they could cancel the project at any time. Some publishers use that power to the limits, like EA and Activision.
I think that Sony is by far one of the better publishers out there. They bent over backwards for thatgamecompany. They let studios like Naughty Dog pick their own projects. Sanzaru came to them with a Sly Cooper demo and Sony gave them the greenlight. With games like Heavy Rain, how many publishers would have backed something different like that? If a developer has proven themselves then Sony seems willing to give them artistic freedom. I can respect that.
