I read somewhere that the CD key would be encoded on the disk. So once you put in a disk the console, it will read it then link to your account. So it'll work pretty much like Steam. Put in a disk, activate game. Install. Now the game is linked to your account, it will not be usable outside of your personal account. Except now the disk is a coaster for everyone but you.

That would make sense considering the mandatory installs but I'm not going to jump to conclusions considering these are all just rumors (I certainly hope that's not true).
The only way I'd be fine with that is if they had digital game sales much like Steam. If they went that route I'd be perfectly fine with it.

However, with that said these are all rumors so I'll wait until I actually see Microsofts reveal before I do a final judgement.

Mandatory install never means no used games,they even just said "during gameplay, games will not use content from optical disc",not it doesn't need to check your disc before start the game(not everyone only play one game in one day,right?)
Well,let's say it really have a cd-key thing,but publisher can still sell something like game pass(like online pass) on marketplace,that means you can still buy used games but you also need buy a game pass.
It may also mean used game price will drop a lot btw.
