Actually, Killzone 2 is speculated to have costed $45m (obviously not including marketing) and Killzone 3 is speculated to have costed almost $60m (not 100% sure on this because this was an article I saw back in 2011 and I can't find it atm), they both used the same engine but Killzone 3 (which has better graphics) was more expensive.
