I have a Vita and I agree with this.
The Vita's Japanese sales are going to be doing most of the systems heavy lifting this year. Competition with the 3DS there, along with the Western market running out of fucks to give for dedicated handhelds in general, means that the Vita has far more going against it even if the price is cut globally. The rather barren software line-up doesn't help; I can only think of 3 games this entire year that I know I want to pick up for the Vita (Muramasa, Tearaway, Killzone), with another few I'm only kind of considering.
The Wii U has a much bigger groundswell of potential buyers that Nintendo can tap into come Christmastime.
