I think he means that PS4 will have a small userbase.

 

Going by that logic no game developer would make games for a console in the first year.

Well, look at WiiU.

But another thought: if SquareEnix needs another 8 years, the userbase of PS4 will be big enough. Although I think the budget will only increase over time ...

That said, nobody knows if this game exists.  At all.  And frankly, I'm gonna assume that the PS4 FF that they'll probably highlight at E3 will be multiplat.  And be on other consoles:  720 and WiiU included.
