You can't just go "the clock speed is 4mhz slower so the CPU is weaker". A Pentium 4 clocked at 3ghz is A LOT weaker than a basic Core 2 Duo clocked at 1,5 Ghz, and that's even an old architecture.
For facts: the Wii cpu is much more capable than the Xbox's. The Xbox GPU was a beast with its programmable shaders and even though it's clocked lower it was more useful for most developers than the Wii's GPU.
All in all the Wii definitely is a bit more powerful than the Xbox, but only when utilized correctly, which very few developers actually did.
