That UK modder video is fantastic. He finds terraforming tools they left out of the retail versions, he finds a way to play offline indefinitely, he finds you can easily edit at least the roads outside of the city boundaries, AND he finds a way of showing the REAL population of cities rather than the fake inflated numbers, turns out it's only 15% the size of what the game tells you.
I'd be laughing if it wasn't so tragic that they've so severely gimped what was once a fantastic franchise.
