Rare as a studio is pathologically secretive. In fact they are probably the most secretive studio on the planet. They go to absurd lengths to keep the curious away. Further more their artwork isn't any kind of hint subtle or otherwise. By the way the two characters you are missing are are Jetman, and Joanna Dark. This is making a mountain out of a molehill.
If you want to know where Rare is going all you need to know is where they have been over the past few years, and that is developing a virtual world operating system for Microsoft. Most of the studios output is expressed right there. Plus most of what they have built outside of that are concepts that can be dovetailed into that. Every other game they have built can be used to expand the functionality of a virtual world.
I plan to expound on this in a thread I plan to be making in the next couple of days, but suffice it to say. Rare is the studio that is building Microsoft's truly next gen virtual operating system.
