This may be part of their war games as well. NK was pretty angry about the annual war games that SK and the States are putting on and will be continuing until the end of April. Said games were the reason why NK, along with the sanctions, started screaming about nuking the US. In turn, NK decided to hold a bunch of war games themselves and try to make it look like they were preparing for war. Shutting down their net likely could be part of it.
