Because their new APU line is largely targeting the Phone and Tablet markets where there is little CPU use... since nobody usese their phones or tablets for number crunching or in depth videogames with complicated AIs... but do want high end graphics.
They're willing to sacrifice CPU use for graphics in more "fluff" machines and low end PCs.
