Nope, Youtube is very stringent about what constitutes a view.

EDIT: In fact it came up last time sony was in the news for "faking hits" which actually turned out to be sony just moving their video hits (authorized by youtube) to vevo (a sony branch of youtube) which has higher revenue and even more hits than we originally knew about.
