I think it depends on the game - there was so many FPS games I turned music completely off, and they were still great games to play.
On the other hand, there are games that gained so much with great soundtrack, to the point of becoming crucial part of making the overall feel of that world - Fallout 1/2 being prime example of this, with average graphics compared to its contemporaries, but with one of the best (if not the best) atmospheric soundtracks in industry so far.
