If they are building open world games, where the games reside in memory and aren't linear, then how do you manage to work that issue out with RAM?  If it is a linear game with load time between levels, I can see it.  But open world?

Well, Ram is just a place holder thats faster.  So the open world game would run the same.  Load from disc, Place some in ram, execute, etc... Data still has to be transfered either way.  4 gb isn't going to store an open world so still it has to transfer from disc.  Bus speed and disc read speed are the biggest factors.  So to answer you question.  The open world with 1 gb ram will have slightly less draw distance detail or frames per second but you wont see a huge noticeable difference in most games.  I've rarely seen Skyrim, on my PC, consume more than 1GB of RAM and I run 1080p at 60fps solid.

Ps3 uses 256MB RAM and 256MB VRAM and it manages very well.  WiiU has all the ram it needs to keep up with the big wallets.
