Yet, you have absolutely no idea how much the console will cost...

You say that the added 4 GB is for the OS and background stuff going on. Leaving only 4GB for games.  Do you know how much RAM it takes for keeping a 15 minutes video in the RAM at all time? Do you know what the compression used for those video is going to be? A two hour movie in mkv is like 3GB. How much do you think 15 minutes will take? Somewhere around 400MB. Now, since there's a chip handling this process in the background, I greatly doubt more than a single GB will be required for that feature alone.

Now, you take the rest of the OS... The PS3's OS needed less than 100MB of the PS3's system RAM. Now, you're trying to make us believe that the PS4 will use a whole 4GB just because it can stream and encode a 15 minutes long video in real time? Not even Windows 7, under similar situations (video streaming, and/or encoding a 15 minute long video) takes that much RAM...

Seriously, put some thoughts into what you're saying before typing it.

The reason why they added 4GB to the PS4 is because they don't want to make the same mistake as they did with the PS3. Where the PS3's dedicated RAM struggled against the 360's shared one.

Wii U has a dedicated ARM chip for running the OS. It uses an entire 1GB for the OS. Considering that PS4 will offer much more than what Wii U offers in the OS department, I would really doubt it uses "just" 2GB of RAM to run all these functions. 3-4GBs seem more plausible.
