He's talking Windows 8 and PCs not Windows RT and tablets.
As far as PC sales goes, I believe he's right, Windows 8 has not stopped the slide in the industry and in fact, may hashen the decline of traditional PCs/laptops as it supports hybrid tablet-like devices.
I see a bright future for hybrid laptop/tablets but the prices are still too steep.
