You're 24 years old. You have no idea what PC gaming was actually like in the 1990's and the extent of it back then. The depth and breadth of developers was far greater than what you see today. The industry didn't just consolidate, it shrunk, and PC gaming shrunk the most.
While you're right about many titles being available both on the PC as well as consoles, that's not the point.
Call of Duty: Black Ops 2 sold over 21m units on consoles to the PCs 870k. Quake II in 1997 sold 610,000 units, with fewer available computers and fewer gamers, and it was a huge success. A 33% growth over 16 years isn't good. Especially considering that gaming consoles have sold. 3,443% more in the same time period.
