I wish this was "and give your reasons why." Otherwise it's just going to be people nominating the most popular, or characters from their favorite games. Mario always wins baseless popularity contests.
My nominations:
Luca Blight (Suikoden 2) - Not just a cruel and vicious villain, he was a legitimate bad-ass. He went down laughing, proclaiming that it had taken hundreds to kill him, but he'd taken lives in the thousands.
Go to about 2:30 in. He should have been in A Game of Thrones.
Handsome Jack (Borderlands 2) - Arrogant, cruel, smart, and really, really funny. You could say that he trolled and outplayed the goodguys for most of the game. Just a brilliantly written character.
