Why would it not? the 360 sold 1.6 million in Japan.

The 360 released in New Zealand, which is in a remote section of the world and has a human population of about twice that of the xbox360 population in Japan. Shipping the consoles to Japan will not be an issue.

The 360 was released in the UAE, which has a human population about 5 times that of the 360 population of Japan. If 20% of UAE own 360s (1 for every family of 5), it would only have sold as many as Japan, so shipping to non English speaking countries for 1.5 million consoles is fine.

360 sales in Japan are not actually low, it's just that other console sales in Japan are ridiculously high.

1.6 million in 7 years? you must be joking.

1.26%  of the World's population

2.1% of the World's Xbox360s.

Read carefully, I'm not going to be able to explain it more simply.

360 sales in Japan are not actually low (for a country of Japan's population), it's just that other console sales in Japan are ridiculously high. Consequently, MS has no more reason to pull out of Japan than any of the big 3 have to pull out of Eastern Europe, Russia, Middle East, New Zealand, Australia, any of Asia.

It's quite simple

360 has sold more in Japan than PS3 has in Russia

PS4 will launch in Russia

Therefore, 720 will launch in Japan.

It doesn't work that way. I seriously don't think MS or Sony shipped as many consoles to Russian retailers as they did for Japan, nor were their marketing efforts (budget, money spent) equal for both regions. Not to mention software sales failure.
