It remains to be seen how demanding technology like AMDs TressFX actually are in practice. And while I am sure the tech will be further optimised, I doubt you will see many open world games with half a dozen characters running around with heads covered with thousands of physically simulated strands of hair. SE's Agni's Philosophy demo showed some pretty impressive hair effects that are offered by their new Luminous Engine, but that was running on a PC with much more processing power than can be found in the PS4 so it remains to be seen how well that will work on the PS4 let alone in actual gameplay. But I am sure most games will offer some improvement in the appearance of hair across the board.
As for destruction the increased RAM especially will greatly improve the potential for much more dynamic destruction in games. For games that decide to go that route there is no doubt they will be able to push the boundaries in this area. I really hope that we will see Nvidia's Apex (or something like it) implemented in a full game in the next few years.

I'm not sure PS4/720 will be able to handle that.... but if it can, I think most games will implement destruction.
Imagine how much cooler Uncharted 3's "burning chateau" chapter wouldve been.
