I would say between 19 and 31 depending on whether some titles actually live up to hype andturnout to be average games with average sales (like Killzone 2)

In my opinion, Killzone 2 is the safest bet for a Million seller on the PS3 in 2008 because of what one of my friends calls the "Halo Effect" ...

When you're spending that much money developing a game you're not going to leave its sales up to chance. The marketing campaign for Killzone 2 will be unprecidented in size, and every major website and magazine (in particular those that can be "bought") will have months of advertisements that can be pulled if their review displeases Sony.

It doesn't matter whether Killzone 2 will earn an 80% or higher score it will get an 80% or higher score, and it doesn't matter whether Killzone 2 will deserve multi-million sales it will get multi-million sales.
