Not sure.  But I think Nintendo feels the need to do something further.  A Bayonetta type move.  They already have taken the step of publishing Ninja Gaiden, Lego City, Wonderful 101 and Bayonetta.  One more step of that nature is not hard to imagine.  They have 10 billion burning a hole in the bank and they have the publishing power to make hits out of games that otherwise wouldn't be.  Bayonetta, for example, I think will be a moderate hit simply because a lot of Nintendo gamers will buy it because Nintendo is publishing it.  And they will give it big promotion and a prime release time.

I think Nintendo will form an agreement for exclusivity, timed-exclusivity or in the very least ensuring the game is on the Wii U platform.  It could be publishing GTA5 for Take Two like they did for Ninja Gaiden.  It could be helping a smaller dev produce a game with funds. It could be a Wii U Monster Hunter 4 HD exclusive as they seem to have a good relationship with Capcom.  I would almost bet that Nintendo will have one more of these type of 3rd party deals in place for E3. It will be their big shocking moment to go along with the reveal of titles like Mario, Mario Kart and Retro's game.

EA, Ubisoft and Activision are not the type of groups I'm talking about.  Those companies received a major portion of their revenue from Wii.  They will make games for Wii U as long as there is money to be made, simple as that.  Ubisoft and Activision in particular have already shown great Wii U support for now and the future. Those companies aren't interested in overly significant exclusivity for any platform.

Konami is a bit of another story, but I see no reason why the next MGS wouldn't appear on Wii U.  Especially for Japan, it only makes sense.  I actually think it's likely, especially since the Wii U leak from a while back listed several games that have all now been announced as real.  I think the only ones left are Final Fantasy and MGS... so I would expect them to probably be announced too.
