Mostly we need to refocus for the 21st century; a more diplomatically and politically able counterterrorism and nation-building capability, slimming down our commitment to future Iraqs or Afghanistan, as well as reducing our presence in countries that are perfectly capable of defending themselves (like Germany, Japan, or South Korea)
