It is still possible that they change their minds if they feel that the gamer will not mind a small graphical update instead of a big one, they can get more dev kits in the next months and/or the porting itself is very cheap. So don't lose hope but be ready for the worst.

(At least) 2 of the 3 reasons you list were also true for WiiU and it got a version of AC3.

They will also launch it for them.

Only 1 applied for the Wii U, that is why it received the port.

Nobody was expecting a graphical improvement over the other version, so no extra investment in the graphics department.

Ubisoft received the most quantity of Dev kits in the industry and also very early access

Because of those 2, they confirmed that porting to the console only cost them around 1 million per game, so even at 50k copies sold is a good business oportunity

It did have a 0 user base at launch, so it was the big point against.
