We can probably blame the Romans, at a guess. They're pretty much the reason short hair became the norm for men. I know they instituted the practice of grooming hair close for military service because of things like lice and fleas, not to mention that it kept the enemy from grabbing hold. Prior to that, long beards and long hair were associated with being manly by many cultures. Only boys had smooth faces and short hair. In the modern world, military service and hygiene is again the primary cause of short hair and beards being more popular. Remember that washing regularly is pretty much a new thing.

Personally, I have a goatee. I have sensitive skin and razors can give me a rash when it's hot, so I don't shave close. I use a Wahl beard trimmer without a guard, which gives me a very close stubble. I like it tons better than shaving. I'll never shave regularly again, if I can help it. When I do have to shave, I use an electric razor.
