Cortana is actually a clone of the neural pathways of Dr Halsey. Like most Smart AIs in the Halo universe. What does make her uncommon is that most Smart AIs are built from the neural pathways of dead people. Where as Cortana is obviously special in that she was based on the neural pathways of someone this is still alive.
