Yes, they've had more studios than Sony. And they still do. Yet, they pumped way less content than their competitors.

Sony have 13 studios+Incognito,Liverpool,Zipper=16

+ Bungie (owned by Microsoft until they became independant in 2007), Carbonated Games (closed 2008) and ACES Game Studio (closed in 2009), among others I'm forgetting.

I can inculde more for Sony if you wanna count small studios/a 1st party studios never make 360/PS3 games

You mean like Sony Bend for the PS3, which you did count.
We could go on and on like this. The point remains that Microsoft had plenty of studios and man power to create content for the 360, yet they barely did anything other than for their 3 main franchises: Halo, Forza and Fable.

You can count Fable: Journey if you want. This still won't change much. Lots of indies games on XBLA, but not that many first party titles.
