I heard you can unlock VA for Ludger once you beat the game. Kinda weird but it doesn't bother me much.

Yeah you can unlock his voice for a second playthru. Basically he voices the choices you make, rather than just choosing and then moving on to the next character's dialogue. Other than that Ludger's lines are mainly grunts, sighs, and other little sounds which he does make in the first run. He is voiced on the battlefield though, saying the attack names and other shout outs like any other character would.

As for the sound track, it might be that I associate tracks with game events where they play so they are more profound to me. BUT I can say I've never really cared much for playing Tales OST tracks outside the games, but that's different for several tracks in ToX2.
