Just to be clear... it's not because the Cell's power... it's more because the unique Cell's architecture... maybe you need a CPU and a GPU together to emulate the Cell even so emulate the parallel SPUs is harder.

PC have power to emulate but I think not knowledge do emulate the Cell... and try to known the Cell for emulation I think it's a long term task.

The PS2 emulation have a lot of issues yet.

Even the N64 has issues with some games, but most people do not care (same with the PS2 one). Emulation is not really the big problem right now, is more about the system being hack and being able to play pirated games.
