It's mainly a "chicken and egg" case. There wouldn't be developers without base and there wouldn't be base without developers...
It all depends on who's making the demands: the consumer or the developers. If developers pulled the same move as they did with the PlayStation, then there could be a new console leader, even if it's against consumer demands...consumers would be forced to play their game if there's only one platform with everything.
