Google ceded most of their negotiating power with phone makers and carriers by trying to position Android as open (a stance they have partially backed away from). Now that a single (shameless) company controls the lion's share of Android sales, Google faces the very real possibility of being locked out of most ad revenue from their own OS (which is already occurring in China). Samsung's operating income from mobile phones now exceeds Google's entire company, giving them a lot of resources to reinvest into the business.

How's breaking that iPhone alliance working for you now, Google? Stealing fire from the gods and giving it away makes for a nice donation to humanity, but it isn't necessarily the best business tactic.
