Sony halves list of studios developing for PS4

I thought the list was supposed to be those who signed on to do development, not those with dev kits.  I am not sure what the problem is with the original list if it is who has signed on.  That means some for of commitment.  If it doesn't even mean that, then there is a problem as far as I see it.
