Good question. From what I've observed, going back a gen to PS2/GC/XB1, devs/publishers got used to the "one coat of paint" method of putting games out - just make them for all 3 systems. Making an original Wii game that wouldn't port well to the other systems might not be financially sound.

Sometimes it IS a dev, like Rockstar, they refused to bring GTA to Nintendo during the GC, even though the system was capable of running it.

But I don't think the xbox got GTA as well? Back in those days exclusivity were much more common.

But really, isn't it pretty silly for a developer to say "Fuck Wii, we're too lazy to bring up new concepts that could make us a ton of money". At one point, Nintendo consoles stood for 40% of Ubisofts income. That's pretty huge. It was a lot cheaper to make games on the Wii too. Skipping the Wii was bad business just because you were too lazy.
