Perhaps not entirely. While boobs might still have been a factor, it is interesting to note that the Gamespot review was done by a female. She seems to have liked it quite a bit, and even mentioned the attempted rape scene as a positive for the growth of the character (though she never said the word 'rape').
Just thought I'd mention that.
