Could a western developer make a good Turn based RPG?

beat me to the punch, heres a brain buster, can a Japanese make a WRPG type game? Im talking Fallout, Elder Scrolls, etc. Have they made one?

Gameplay: Dragon's Dogma, Final Fantasy 11 and 12, Demon's Soul's, Dark Souls, Vagrant Story.

Non-linear story ones: Secret of Mana, Romancing Saga (Oddly, IGN described its non-linear story as a negative aspect of the game), Star Ocean 1 & 2, Valkyrie Profile.
