Nintendo doesn't crank out Mario games (or Zelda games) because they want every game to be distinct and have unique gameplay mechanics. Whether or not you think Mario's "water gun" was a good addition to Super Mario Sunshine or not it added something unique to the series. Hypothetically speaking, Nintendo could crank out carbon copy clones of Mario games every year but the series would soon become stale.
