Correct me if I'm wrong but didn't he say that even though there was a manual way of verifying office for you that they he wasn't able to due to the website having issues (which is what was causing all of your problems anyways). From what I read it looks like there was not much he could do at all.
In all honesty the reason he probably went through that as fast as possible is because he was overloaded due to other people having problems from the wonky website shenanigans.
