I don't thin its lacking at all. We are probably looking at 5-10% lower performance than FX 4300 CPU for the PS4. That is a fairly powerful CPU and combine that with the game optimization that is done for consoles, it will be plenty of juice for a long long time.
Only reason I said it's a 4 on the PC side is because there are more powerful CPU's out there.
FX 6300, FX 8350, i7 3770k, i7 3930k... Actually I think a 4 is too low.
I would like to adjust the PS4 CPU power rating to a 5. :)
