The features you listed are more disc space (I/O) consumption... not RAM... like background download or video recording.
I think they are just matching the Nextbox or making the devs happy (a lot of devs are asking for 8GB RAM in next-gen).
Of course... if Sony was trying to make the SO uses only 1GB of the RAM... now they can make more things and run with 1.5 or 2GB of RAM.
