That would be my guess. They were playing it safe because they weren't yet sure about how much RAM all the other stuff was going to take. It gave them wiggle room to add anything they wanted to the OS functionality.

Also, does anyone have an idea how much 4GB of GDDR5 RAM would cost Sony?
