I honestly don't think Sony has a final idea what PS4 is going to do or look like, let alone how much RAM it will need for optimized performance.
I think the decision to put 8Gb of ram is a combination of:
1. Response to microsoft - Sony can't allow hardware hype to swing the other way
2. Having the room and flexibility to implement feature they may want to implement few years from now
3. Overall cost isn't significantly higher, so why not throw more RAM to devs since it will make them happy
