So its just for standby and not utilized when the PS4 is playing games and such? This means that the CPU/GPU have some of their resources utlized for all that OS backend stuff beyond gaming.

That was alot of always running backend OS.

The secondary chip they talk in the conference is background tasks like downloads, uploads, video recording, etc while playing game.
