Compared to PC standards - it is. If I'm not terribly wrong and those specs are accurate, one core of 3960X at its stock clock has more MIPS than whole PS4 CPU.
However, question is to what extent it matters - I'm eagerly awaiting to see if Sony and MS pushed AMD to make them fully HSA capable APUs, with context switching and unified address space. If they did, I don't think it will matter that much, though better CPU certainly wouldn't hurt.
