What would it mean if the next Playstation system were a service, not a console, with new controller?

What would it mean if Sony roles out a streaming service for the PS3, which streams next gen graphics, and charges an annual subscription fee, instead of rolling out a new console?  The PS3 gets a price cut, but this is added to it?  It becomes gaming in the cloud instead.
