No, that number included Silver members, too. Historically, it has alsways been ~50% of Live members are Gold. So, at max we are looking t ~20M-25M Gold members.
Now, I know a lot of Xbox fans would love it if Sony started charging for online, as they are the only ones who have to put up with it, but they are going to be disappointed to find that Sony is not charging for online play next gen, either.

I believe it was in 2011 when Greenberg commented that Gold membership was roughly over half of the active users. With the last report of 46M active users, Greenberg tweeted this. So, we're looking at roughly over half, again. I would say it's probably closer to 25M Gold users.
